Diversity Visa Program: Complete Guide to the Green Card Lottery

Diversity visa program

The Diversity Visa Program (officially called the DV Lottery or Green Card Lottery) is still the only completely free. Legal way foe people from underrepresented countries to win permanent residency in the United States  with zero sponsorship, zero jobs offer and zero family ties required.

Every year the U.S. Congress makes exactly 55,000 diversity visas available. In practice, about 50,000 are actually issued because some winners are disqualified later. That’s it. That’s the entire worldwide quota.

The U.S Department of  State has already published the official DV-2027 instructions in the Fedwra Register on September 29, 2025.

Why the Diversity Visa Program Actually Matters

Most people think lottery = scam because fake agents charge $500–$2,000 to fill the free form.

The truth: the Diversity Visa Program is 100% real, 100% free to enter, and has created more than 1.1 million U.S. permanent residents since 1995.

In DV-2025 (results released May 2024), over 22.1 million people applied, and roughly 118,000 were selected worldwide. Only about 50,000 will actually move because of strict follow up rules. Your odds are low bot not zero.

Current Eligible Countries for DV-2026 (Most Important List You’ll Read Today)

Here are the biggest countries that are ELIGIBLE this year (meaning natives of these countries CAN apply):

  • Algeria
  • Egypt
  • Sudan
  • Morocco
  • Iran
  • Ukraine
  • Albania
  • Nepal
  • Uzbekistan
  • Russia (yes, Russia is eligible again for DV-2026)
  • Turkey
  • Most African countries except Nigeria
  • Almost all European countries except UK, Poland, and a few others

Countries that are NOT eligible for DV-2026 (sent more than 50,000 immigrants in the last 5 years):

Bangladesh, Brazil, Canada, China (mainland-born), Colombia, Dominican Republic, El Salvador, Haiti, Honduras, India, Jamaica, Mexico, Nigeria, Pakistan, Philippines, South Korea, United Kingdom (except Northern Ireland), Venezuela, Vietnam.

Two Ways You Can Still Apply Even If Your Country Is Ineligible

  1. Cross chargeability with your spouse
If your spouse was born in an eligible country → you use their country. Works even if you’re already married or get married after winning.
  2. Parents’ birthplace rule
If neither parent was born in your (ineligible) country nor lived there when you were born → you can claim your mother’s or father’s birth country.

Real example that happens every year: A Nigerian married to a Ghanaian uses Ghana. A Chinese person whose parents were born in Macau or Taiwan may qualify.

Exact Eligibility Requirements for the Diversity Visa Program

You only need to meet one of these two:

1. High School Education
You must have completed a full 12-year course (equivalent to U.S. high school). Simply having a university degree also counts.

Or

2. Work Experience
Two years of experience in the last five years in a job that scores at least 30 points on the U.S. Department of Labor’s O*Net scale (basically any skilled job — electrician, cook, nurse, accountant, teacher, etc.).

Plus the usual immigration requirements (no serious criminal record, no communicable diseases, etc.).

When Will You Know If You Won?

Results for DV-2026 will be available starting May 3, 2025, at noon EDT.

Check only here  https://dvprogram.state.gov/ESC/

The State Department will NEVER send you an email or WhatsApp message saying you won. If someone contacts you first — it’s 100% a scam.

What Happens If You Actually Win the Diversity Visa Program?

Winning the lottery only gives you the right to apply for the green card. You still have to:

  • Fill DS-260 form immediately (the earlier you file, the lower your case number, the faster interview)
  • Pay $330 per person USCIS immigrant fee (after visa approval, before travel)
  • Attend interview at U.S. embassy with original documents
  • Prove you won’t become a public charge (job offer, sponsor with Form I-134, or your own savings)

Current processing time from selection to visa in hand: 8–16 months depending on your country and case number.

The One Sentence That Explains Your Real Odds

For DV-2025, Nepal had the worst odds in history: 1 in 589.
Algeria was best at roughly 1 in 38.

Africa as a region has the highest selection rate because fewer people have high education in some countries — meaning more entries get filtered out.

Final Reality Check

Yes, the Diversity Visa Program is brutally random and competitive.
Yes, the U.S. Congress keeps trying to cancel it every few years.
But as long as it exists — and it still does in October 2026  it remains the single cheapest, fairest shot at the American dream for millions of people who have no other path.

You literally have nothing to lose except 15 minutes and a good photo.

Good luck. Seriously some of you reading this will actually move to the United States because of this program. I hope you’re one of them.
